His professional services, which encompass a comprehensive range of international trade and general business legal services and international trade consulting, are designed to assist U.S. firms in proactively managing the legal and business risks that result from their international trade and foreign business operations as well as from their domestic business, and to assist foreign firms in doing business in the United States. In addition to maintaining an active international trade and business law practice, he also frequently serves as a consultant and an expert witness in export and import compliance matters and conducts international trade compliance training. In addition to being licensed to practice law in the state of Texas, since the international trade and business legal services he provides draw upon a recognized expertise developed through a regular practice of law that encompasses particular bodies of federal, nationally-uniform, foreign and international law, and arise out of and are reasonably related to his provision of such legal services in Texas, he is also able to provide on a temporary basis international trade and business legal services in other jurisdictions (i.e. states) that expressly allow for multi–jurisdictional practice. Further, he is able to provide legal services encompassing matters before a U.S. federal regulatory agency or issues involving federal law to any person or entity residing in any jurisdiction within or outside of the United States. He was appointed by the U.S. Secretary of Commerce in 2008 to the North Texas District Export Council and was elected in 2011 as Chair of the National District Export Council. He also Chairs the National District Export Council Trade Policy Committee and the North Texas District Export Council Legislative Affairs Committee, respectively. Additionally, he is a member of the International Business and Trade Advisory Committee at Richland College. A frequent presenter on international trade compliance issues, he presented Global Compliance Management at the NTDEC Spring 2009 Non-US Trade Controls Conference and Export Compliance & Foreign Distribution Intermediaries at the NTDEC Fall 2007 Exporters & Third Parties Conference; participated in the Baylor University 2007 Global Business Forum where he discussed U.S. Regulation of International Trade; and spoke about Foreign Regulatory Compliance for the International Trade Center Export Certificate Program. He also regularly speaks to a variety of organizations on such topics as International Sales Contracts; Foreign Agency and Distributorship Law; Export Trade Practices; Legal Aspects of Importing; International Purchasing Law; and Foundations of Successful Exporting & Importing. He has taught Transnational Law and Business Transactions at the Tianjin University of Finance and Economics in Tianjin, China; Introduction to International Business and Trade, International Marketing Management, and International Business Law at Richland College; and Export/Import Transaction Practices at Brookhaven College. He has also been a guest lecturer in International Business Transactions at Texas Tech University School of Law and in Export Market Development at the University of Texas at Dallas School of Management, and has conducted training seminars in Purchasing Law and Government Contract Law for Northern Telecom, Inc. and the U.S. General Services Administration, respectively.
He received his
Doctor of
Jurisprudence degree in 1987 from
Texas Tech University School of Law and a Masters
degree in
International Management in 1984 from the
University of Texas at Dallas
Graduate School of Management. In addition to being a
member of the
State Bar of
Texas, he is admitted to practice and has represented clients before the
U.S.
Court of International Trade (Bell vs. United States, 17
C.I.T. 1220, 839 F. Supp. 874, 1993), the
U.S. District Court for the Northern District
of Texas, and the U.S. Trademark Office.
He also holds a
customs
broker
license from the
U.S. Customs Service
